Every child deserves the opportunity to begin adulthood on strong financial footing. New child savings opportunities can help more families move closer to that goal, but families need clear information and practical support to understand their options and take action.

Prosperity Now has launched the ABC Initiative (Asset Building for Children), a national effort to help more families access existing and emerging child savings opportunities, with a focus on how the new Section 530A Accounts will reach the families that need them most. With $5 million in funding from Citi Foundation, the initiative’s first phase will support organizations that help families understand available opportunities, navigate their options, and make informed decisions for their families.

This Request for Proposals (RFP) will select the first ABC Initiative implementation cohort. Prosperity Now will provide grants to eligible nonprofit organizations operating IRS-sponsored Volunteer Income Tax Assistance (VITA) programs.

VITA providers are a practical starting point because tax time is when many families are already making important financial decisions about refunds, credits, savings, and household priorities. The ABC Initiative will support selected VITA providers with implementation grants, training, technical assistance, peer learning, and evaluation support so they can integrate child savings information, education, referrals, and next-step guidance into tax-time service delivery.

Grant awards are expected to range from $25,000 to $150,000. Final award amounts will consider anticipated family reach, implementation scope, organizational capacity, proposed activities, budget, and available funding.

Grant Opportunity

Prosperity Now will provide implementation grants through two annual funding cohorts of the ABC Initiative. This RFP will select organizations for the first implementation cohort, which will prepare for and implement child savings outreach, education, and support during the 2027 tax season.

Selected organizations will participate in the ABC Initiative implementation cohort, a national learning community designed to support implementation, facilitate peer exchange, and generate practical insights that can strengthen child savings efforts across the field.

Grant funding will support eligible VITA providers in integrating child savings information, education, referrals, and related support into tax-time services, with a particular focus on VITA intake, tax preparation, quality review, post-filing follow-up, and other high-volume opportunities when families are already making decisions about refunds, credits, savings, and household financial priorities.

Grant funds may support activities such as:

  • Integrating child savings information and support into VITA intake, preparation, quality review, post-filing follow-up, or related tax-time workflows.
  • Training staff and volunteers to provide families with information and guidance on child savings opportunities.
  • Conducting outreach and education to increase family awareness and understanding of available child savings options before and during tax season.
  • Building or strengthening partnerships with financial institutions, account providers, community organizations, local agencies, and other partners that can support family access to child savings opportunities.
  • Establishing referral, navigation, warm handoff, or onsite connection processes that help families identify and access child savings opportunities.
  • Strengthening VITA program systems, workflows, staff and volunteer training, and data collection practices needed to support implementation.
  • Planning and hosting tax-season activation events, where appropriate, to connect families with child savings information and account access support.
  • Participating in evaluation, peer learning, and the development of practical insights and promising practices.

In addition to grant funding, selected organizations will receive training, technical assistance, implementation resources, financial coaching digital platform access where applicable, and opportunities for peer learning throughout the grant period.

Who Should Apply

Prosperity Now encourages applications from eligible organizations that meet all minimum requirements below:

  • Are nonprofit organizations operating an IRS-sponsored VITA program.
  • Serve as the lead applicant and fiscal agent responsible for grant funds, reporting, and implementation. Community-based organizations, financial institutions, public agencies, schools, and other partners may participate as implementation partners, but the lead applicant must be an eligible VITA provider.
  • Are primarily focused on one or more of the below target geographies:

Eligible applicants should also demonstrate that they:

  • Serve low- and moderate-income (LMI) households, including families with dependent children.

    Note: For purposes of this RFP, (LMI) means earning less than 80% of FFIEC Median Family Income. Applicants may document, verify, or estimate LMI reach through VITA intake data, income documentation or tax records, self-reported household income, or address-based/census-tract analysis. Applicants should not use HUD or other income-limit definitions for this RFP. Applicants should not submit client-level personal financial information with the application. Prosperity Now will provide final reporting definitions and privacy-protective reporting guidance to selected awardees.
  • Have established relationships within the communities they serve.
  • Demonstrate readiness to integrate child savings information and support into VITA workflows for the 2027 filing season.
  • Have, or are prepared to build, partnerships that can help families learn about, navigate, and access child savings opportunities.
  • Are committed to participating in training, technical assistance, VITACon or other cohort activities, evaluation, and shared learning throughout the grant period.

Organizations with previous experience supporting Children’s Savings Accounts, 529 plans, Baby Bonds, Section 530A Accounts, financial coaching, tax-time savings, or other child and family savings strategies are encouraged to apply.

Prior child savings experience is not required.

Organizations that operate only Tax Counseling for the Elderly (TCE) programs are not eligible for this RFP.

What Awardees Receive

Organizations selected for the ABC Initiative implementation cohort will receive grant funding and participate in a national initiative designed to strengthen tax-time implementation, build VITA provider capacity, and generate practical insights for the broader child savings field.

Awardees will receive:

  • Grant funding to integrate child savings information and support, especially regarding Section 530A Accounts, into VITA programs, services, and client interactions.
  • Onboarding and training to prepare participating staff and volunteers to provide families with accurate information, education, referrals, and next-step guidance related to Section 530A Accounts and other child savings opportunities.
  • Ongoing technical assistance from Prosperity Now to support program planning, service delivery, partnership development, problem-solving, and continuous improvement.
  • Practical tools and resources to support staff and volunteers, engage and educate families, strengthen referral and navigation processes, and incorporate child savings into VITA workflows.
  • Participation in a national learning community focused on addressing common challenges, sharing effective approaches, and strengthening service delivery.
  • Evaluation support, standardized data collection resources, and reporting guidance to help organizations measure progress, strengthen their approaches, and meet initiative reporting requirements.
  • Opportunities to share implementation experiences, lessons learned, and promising practices that can inform future resources, technical assistance, and child savings strategies across the VITA field.

Selection Criteria

Eligible applications will be evaluated based on the following criteria:

  • Implementation Approach: The clarity, feasibility, and potential effectiveness of the proposed approach to integrating child savings information and support into VITA and tax-time service delivery.
  • Organizational Capacity and Readiness: The organization’s VITA staffing, volunteer management, leadership support, project management approach, and capacity to successfully implement the proposed activities.
  • Family Reach and Community Reach: The organization’s ability to reach and engage low- and moderate-income families with dependent children, including the volume of tax filers with dependents and use of EITC, CTC, or ACTC as family filer proxies where available.
  • Partnerships and Collaboration: The strength of existing and proposed partnerships and how they will support implementation, family education, referrals, and account access support.
  • Evaluation and Learning: The organization’s ability to collect and report data, measure progress, use findings to strengthen implementation, and contribute to cohort-wide learning.
  • Budget and Feasibility: The extent to which the proposed budget and implementation plan are realistic, cost-effective, and aligned with allowable uses, and appropriate for the number of families expected to be reached.

Participation Requirements

Organizations selected for funding will serve as implementation partners throughout the grant period and contribute to the ABC Initiative’s broader learning goals for tax-time child savings delivery.

Awardees will be required to:

  • Implement the activities and milestones outlined in the approved work plan.
  • Participate in required onboarding, training, and technical assistance activities.
  • Engage in learning community meetings and peer learning opportunities.
  • Integrate child savings information, education, referrals, and navigation support into VITA and tax-time service delivery.
  • Train participating staff and volunteers using ABC Initiative resources and training materials, including digital financial coaching modules where applicable.
  • Develop or strengthen partnerships that support family access to child savings opportunities, as appropriate for the proposed implementation approach.
  • Collect and report required implementation and performance data, consistent with final definitions, privacy requirements, and data availability.
  • Participate in evaluation activities and use implementation findings to support continuous improvement.
  • Share implementation experiences, operational challenges, lessons learned, and promising practices with Prosperity Now and cohort participants.

Awardee Reporting

Awardees will participate in a shared reporting and evaluation process throughout the grant period. Prosperity Now will provide standardized definitions, reporting guidance, and data collection tools to support consistent reporting across the implementation cohort. Final reporting requirements will include both quantitative and qualitative measures and will be calibrated to what VITA providers can reasonably collect.

  • VITA staff and volunteers trained and completing required training modules.
  • Families with dependent children reached through child savings-related interactions.
  • Client interactions that include child savings information, education, referrals, or next-step guidance.
  • Individuals who demonstrate increased understanding of Section 530A Accounts and other child savings opportunities.
  • Individuals receiving direct support to access or enroll in Section 530A Accounts, where applicable and legally permissible.
  • Section 530A Accounts or other child savings accounts opened during and outside of tax season, where awardees can reasonably verify this information.
  • Child savings account providers engaged and partnerships established or strengthened.
  • The total value of funds held by participating families in child savings accounts at designated reporting periods, where this information is available through account providers and can be reported in an aggregated, privacy-protective manner.
  • Changes in organizational capacity to provide child savings guidance and integrate child savings strategies into tax-time service delivery.
  • Improvements in the coordination, consistency, or quality of tax-time financial guidance.
  • Implementation insights, operational challenges, lessons learned, and promising practices.

Specific reporting schedules, definitions, and data collection requirements will be provided to selected awardees during onboarding.
